As Douglas said, the browser settings are your best option as they'll handle changes to any website. SmarterMail offers options for composing messages (font and font size), but for reading, that's a bit more difficult as most emails have their own HTML styles, which can negate any settings within SmarterMail itself. You can either scale the reading pane, as Douglas suggested, or try changing default font styles in the browser settings.
